Do you have two applications, one server sending webcam stream and second client that's receiving tht stream and communication between them is slow?

I have experience and worked with Intell IPP library to do similar things in past. If you like I can make you a DLL and a sample Delphi program about how to use it. Just for considering copyright laws you may want to purchase intel ipp library (it depends on you and your situation). Just for info I don't have any experience about free codecs such as x264 (dont know how can i use it).
