Simple Data Manipulation App on C#

Create Application in 64 bit environment which will take source .csv data file and modify values of two columns based on settings provide by user. The app when running in real-time mode it will monitor the source folder for change to .csv files once the changed files are detected then it will copy the files to new directory and run the modification of column values as set by users.

This App should work on Windows 7, Windows 10, and Windows 2012 on 64 bit environment and it should be able to take all the memory and processing power.

This application must be multi-threaded for performance and accuracy. The Application should use VS.NET.

I will provide complete specs and data files for testing. Please bid only if you have experience with .csv files and data manipulation and data processing.
