Change format of csv file

This is a simple job for someone who needs to get a good rating and knows how to manipulate text files. I have a csv file that has records spanning 2 and 3 rows. I need it rearranged so that it is 1 record per row. The end of a record can be detected by the string of commas. The issue is the Address field which is in quotes and runs over 2 or 3 lines. I need the following rules applied to the address field: 1. The part of the address field in row 1 should be put as a new field Address1 2. Where the address field is over 3 rows, the part on Row2 is Address2, if over 2 rows then Address2 is blank 3. The first part of the final row is the field Suburb. 4. If the final row contains NSW, VIC, QLD, SA, WA, TAS, ACT or NT then this is the state, otherwise state is blank 5. The 4 numbers are the postcode. 6. If the address field runs over 4 lines then exclude this record or output it to separate file. The attached screenshot of the csv file shows some examples of how the address field should be broken up. The csv file is also attached.
