Add articles titles and filename to object

I need a freelancer to type filenames from an image into a data object. I need to filenames copied into the link value prepended with '.escrow-101/', and a title generated from that file name by capitalising the first letter, removing the hyphens, and adding a '?'. An example of the syntax is attached, along with the image of the filenames I need converted. Please provide the final result as a txt file.
