Data scrape from UN Treaty Collection

*** Please familiarize yourself with the specifications below, and respond with your intended approach as well as any questions or comments you might have. *** This project will pull information from all of the treaties held at the United Nations Treaty Collection website ([login to view URL]) and output the information of a standardized format into two excel files. In some cases (example: Chapter VII-10) there are non-standard listings of country actions — these actions should nonetheless be recorded. This project also requires a high degree of accuracy. Frequent iteration is required. Transcriptions Rules: - Each spreadsheet will be labeled with the Chapter and Treaty code (example: 10-8.b). - - The table will list the participants of the treaty, coded annually by their level of participation (Signed or Ratified) - - - The format will be Participant (country), 1945, 1946, 1947, … , 2014 (See attached file for example) - - - The participants must be translated into the attached “Diplometrics Country List” (attached) - - - - All countries found in the UNTC database will map to this list, therefore if you find ones that do not, bring them to our attention and we will inform you of the appropriate mapping - - - - - Birth and Death dates for these countries also appear on this list. No data should appear before a country’s birth or after its death (null or blank values). - - - - Two output files will be generated with this this: - - - - - First, an output that only uses countries who have a value of 1 under the “MIS” column - - - - - Second, an output that uses all countries - - - The following rules will be used to code participation: - - - - Treaty does not exist: Null - - - - Country does not exist: Null - - - - Treaty and country exist, but country has not signed treaty: 0 - - - - Treaty and country exist, and country has Signed or Applied the treaty: 1 - - - - Treaty and country exist, and country has Ratified, Accepted (A), Approved (AA), Acceded (a), or Succeeded (d) treaty: 2 *** A proposal that can ensure the above requirements as well as including data from footnotes will appear much more attractive. Footnotes sometimes contain information regarding countries that are no longer “alive”, as well as participation statuses that have been passed on to successor states. There are only a few countries for which this applies to, so generalizable rules should be easy to apply.
