Correcting responsive email links in Outlook

Hello, I have a job that is 95% finished but there is a problem with the links when viewed in Outlook on PC. They seem to work fine on all other programs and platforms except the above. I have had someone try and make it work already and was not able to so i need someone that know what they are talking about. I will pay on a successful job only. Needs to be tested on all platforms using Litmus.
For someone that is an expert, it should be a very quick job
