CAD convert from PNG to 2D/3D

Hi I require a 2d png file converted very accurately to a CAD file. The design is made with 2 different sized square bar in a repeating pattern - as you can see in the picture they are 2 different sizes but it is not drawn perfectly so the CAD file needs to convert this into perfect steel box bar (bent to shape - of course)
Surrounded by steel bar box also shown in the picture.
exterior dimensions are 950mm wide and 1850mm high
I require 2 things
- 3d cad file of the finished gate
- 2d cad file of the pattern
