C# Image manipulation software

I am building a software tool that will allow someone to arrange logos on a canvas in an application written in c#. I want the user to be able to draw either a rectangle or a circle shape on the canvas and then press a button that will fill those shapes with a number of logos that they have imported into the tool. After this operation is finished it will look like a collage of logos in either a rectangular or circular shape. I would like someone who can write the C# code that does this arrangement. What I would expect is a method that accepts as parameters the size and position on the canvas (X, Y points) of the rectangle or circle and an array of the logo images. From these inputs the method should calculate the optimal position of each logo image inside the rectangle or circle so that the arrangement minimizes the amount of white space. Logos cannot be rotated, but they can be resized as necessary. The output of this method should be the X and Y position and new height and width for each logo. I have written the code already that can accept this information for each logo and then will use it to resize each logo and put it in the right place on the canvas inside the rectangle or circle. I beleive that some of the logic necessary to do this can be re-used from Bin Packing methodology for the rectangle arrangement. I am not sure about the
