C# Project for Business

Need an C# guru to create,construct code & application for our Company. The objective is to time how long it takes to process a task for statistical purposes. Details, The task is initiated by scanning a barcode (using USB Barcode scanner) on the Entry PC and the time starts, when the Job is completed it is scanned again using barcode reader on the exit another PC. The PC's are networked and we estimate that we would be scanning in up to about 200 barcodes an hour. Thoughts would be sql database may be required yet advise. The output data should show the barcode, date , start and end times for each task and be retrievable through CSV. Project ,source and all related material must be handed over and will be verified before final payment is made ( We have been burnt in the past by ). If project successful and under budget further work will be provided.
