Do some data entry

I have a data analysis task. Using python to analyze data. There's two json file with traffic data. I want to link both data to make sense of the traffic data. Basically, in the first file there is time and latitudes/longitudes of taxi availability. In the second file there is time and latitude/longtitiude of start and end location as well as the speed band of the area. I want to program in such a way where i type in time, there is data where the taxi location match the speed band location.
