Audio Editing For Timing Purposes

I will provide 2 wav audio files for each of the components of this project, along with a text for FILE2. File1 will be of an individual speaking sentences and paragraphs of a training nature. Although he speaks "broken English", he is understandable. File2 will be that of a very clear professional speaker saying essentially the same content in slightly different sentences or phrases, but very close and in the same order. The first file (FILE1) for example might be 5 minutes long. The second file (FILE2) could be 5:30 min long, because although the same material is spoken, the second speaker will break it down into logical sentences or paragraphs with slight spaces in between. These spaces allow for manipulating the audio timing discussed next. I need you, to make FILE2 match as closely as possible the timing of FILE1. Things won't fit perfectly, but I need them to be VERY CLOSE or the video I have in mind won't fit. I have found the Cool Edit Pro, or Adobe Audition is a good tool to use since you can put both the files into the TRACK VIEW and work with both of them, FILE1 being the guide, and FILE2 being editable. FILE1 is the "BIBLE" time-wise". If FILE1 is 4min30sec long, the the resulting FILE2 has to be VERY CLOSE to 4:30 as well. I need to know how much you will charge PER MINUTE for each audio clip edited. That would be the length of FILE1 in each case. You should know there could be many hours worth of this kind of editing work contained in this project, so I need someone who's going to be with me for the long-haul. Your approximate turn-around time is something I'll need to know as well. All files sent to you will be WAV format, and I will need WAV format (not compressed) back again as finished audio.
