Very easy project for me. I am an electronics engineer with 12 years of experience. I have done many android based projects which talk to electronics devices. We design electronics part also for such projects. In your case you already have the Arduino platform so my task is to develop the android application based on your requirement. We can make the android app in 2 ways; 1. USB based. It will be wired and you need to have a USB serial converter board (FTDI) to link to your arduino as the arduino has serail interface. Now the second option is bluetooth... in this case you need to have a bluetooth SPP module or breakout board to interface the phone to your Arduino. We have done many projects in this method.
