asp.net blank (empty) website in C# with users managment and content managment system and security

I would like to build a professionally designed asp.net blank (empty) website in C# with users management and content management system. project should be kept very simple but very secured. The website itself: I do not need any content in the website. just a professional looking and appealing template with about main 8 Blank (empty) pages. in the last page- "Contact us" there should be a contact form with fields I will supply. other than these 8 pages there will be (blank) pages that are only available only to registered users. Content Management System: I do not need any content in the website. I need a system for inserting new pages, and linking them to each other by choice. most preferably, not a premade CMS system since I would like to keep the Website as clean and simple as it can be. User Management System: 2 levels of access- first level exposed to X webpages and second level exposed to X+Y webpages. of course, guests are allowed to view some webpages. Security: Website should be very secured. extra measures should be taken to make sure no one can penetrate and view the webpages if they are not allowed. and Anti-Harvesting of files and information.
