We are using Commerce and Commerce Paypal modules to process orders on our site. We have been seeing an issue where some transactions get sent with the full cart details and other transactions do not. All transactions get processed but some of the confirmations from Paypal do not have the full order details listed. Most importantly, they are missing the item information.
