I want an app not a logo 500 nzd for a logo no way

I want app built using mytask.co.nz as a rough guidline but with the name "get er done". I want this built with a cost module of user pays $8.99 instead of a commission set up. I want all restrictions of contacting and entering contact details removed.
if possible I want a gold and silver system set up for the workers
ie I want a gold worker with rating 4.5 stars+ who has paid $89.99 for the gold membership to activate a refund of the $8.99 to the user
silver is $39.99 and refund $3 back to user.
I.d verification for any potential worker is vital needs to be viewed by an admin account
also communication between user and worker should be hidden from other users and workers
workers should just be told how many workers have contacted the user

all money is in nzd
