I am looking for a freelancer who can modernize and animate my logo with a light effect. The details of the project are as follows:

It is to include in a desktop winform project as a login form(see attached file), so i am limited to GIF format. Only bid if it is possible to do it in a GIF file.

Light effect preferences:
- I am not exactly sure about the specific light effect, but I am looking for something similar that start at minute 14 of this video: https://shareae.com/after-effects-project/logo-stings/55494-videohive-light-logo-reveal-40180446.html

- The animation must be short (bettwen 2 and 5 seconds)

Color preferences:
- I would like the light effect to match the colors of the logo.

Skills and experience required:
- Experience in graphic design and logo editing.
- Proficiency in using software/tools for adding light effects to logos.
- Attention to detail to ensure the light effect matches the logo colors accurately.

I will do a test but, animating SVG files directly in a Windows Forms application is not straightforward because Windows Forms doesn't have built-in support for SVGs, much less for their animations. I would have to use a webview.
