Windows Vista / 7 parental controls

I am looking for someone to figure out a way to allow Parental controls to run and allow the game Combat Arms to work on a limited account. WITHOUT using the RunAs Administrator, as I am NOT always present to allow the kids to run the game. the biggest trick will be to make sure the updates work and i don't have to redo the steps every time. I have tried a bunch of things but I'm getting frustrated. provided permissions in the registry, on the folders, even directly to the files, but still isn't running without administrator, need someone to try step by step and see what they can come up with.
