Creat a WordPress SEO-Friendly website, with a lot of contents and pages and blogs, in order to come up high on SEO

I have purchased a start-up small business. It is a franchised in-home tutoring company. The name is Club Z! In-Home Tutoring Services. There are other Club Z franchises adjacent to my territory. All franchisees have a few pages on the corporate website, which we reffer to as mini-websites. These are currently our landing pages for our PPC and marketing campaigns. All these URLs look almost identical. Only difference is the name of the cities listed. For that very reason, all the franchisees have URLs with duplicate contents, which prevent us from using those mini-websites for our SEO effectively. That is why each franchisee after a few months of joining Club Z, they start building their own website, and then link all the traffic from their mini-websites to their new non-corporate website, in order to be able to do a more effective SEO and come up on Google organically. That is my sole goal by posting this project. One of the franchisees that has made a great website, at least in my opinion, and in the opinion of the company that does my PPC, is at: [login to view URL] This person used to have a corporate mini-website at: [login to view URL] But as you can see now, if you click on this url, it directs you to his new website at [login to view URL] My PPC agent told me this website would be very organically SEO friendly, as it has many pages, contents, and is rich with key words. That is my goal. I do currently have a persnal website that a freelancer made me many years ago. It is at [login to view URL] and the person who made it for me taught me how to log in as an admin and change the content. I never got a change to fully finish that website though, as it was never used for any SEO or PPC at the time. I like the fact that it is wordpress and that I can change the contents myself, without the need of the expert who designed it for me. So I would like a wordpress new website that looks similar to [login to view URL] in terms of its effectiveness with SEO. I would need to be taught how to change the contents on my future new website. So whoever accepts this project, needs to teach me how to, and where to go, to change the contents. I do not know if I should just pay for the design of the website seperately, and then have someone help me with the contents and the copywriting, or if a freelancer could do both! But for sure I was advised to have someone build me a website that has many many pages, so one can write contents for many pages, and back-pages, so it will come up on first page of google organically in SEO.
