Convert a Template to a Website

I want the WordPress "X" Theme installed, using one of their pre-built layouts, and then have their placeholder content replaced with real content. This will be done on a development site, then moved to the real URL when the buildout is done. I believe there will be only minimal changes needed to the X Theme layout. Bidders must have reviews, be familiar with the X Theme, have design and WordPress skills, and have good English-language communication skills.
