Hello! My approach to the project would be to use React.js and perhaps a React-centric video player library to make my life easier while gathering time data. React would make everything easy, from loading all the available videos from the database and onto the page (for the user to select), to showing the video player when a user selects a video, to sending gathered tag data back to your database.
