Build confirmation popup before proceed to website

Looking for someone who can build the popup with the following contents:
- text field, customer can put their postcode to check.
- If their postcode in the list (i will provide 20 postcodes later) then they can go to the website, if not -> redirect them to other url.
- Customer can't go to the website without the postcode verification.
- Customer can't close the popup without the verification.
