VB website app

A website in VB.net 2003 with authenticated access for 4 different user groups working with an existing mySQL db with a table for each usergroup. The 4 groups: 1 group of 'caseworkers' already known to the db with authenticated access to a web page showing the current newsletter and archived newsletters with a facility to submit items for consideration for inclusion in future newsletters and to share experiences in a bulletin board called 'Team Talk'. Other articles are to be available to this 1st group such as latest info and documents available for download eg pdfs. It would be useful to have some some of indexing or search feature to find a particular document. Also, a specific web page link as named in the db for this user, will be available to the user. I will code this webpage. A 2nd group of people unknown to the db, being able to register with registration verified via a code sent to the user's email. If correct code is entered in website before being timed out, user can then upload a cv and/or complete some forms to make an enquiry. A 3rd group of 'customers', already known to the db with authenticated access to a web page to be written in *vb.net 2003 which reports information (such as demographics and notes) from the db where records match the customer's id and allows the addition of a new record and to add notes to records. The 4th group of 'operators' is known to the db who will be given a *vb.net 2003 web page where they can enter an address in the format "street,town,city/country" which returns a dynamic googlemap at browser width giving the geoco-ordinates eg 54.5557864, -6.3589764 plus to be given the distance between two locations. the page should also accept geoco-ordinates as input for locating the 2 places on the map. The code should list the 5 closest people from the 'caseworkers' table using geoco-ordinates in the table. *The coder can either use Joomla for the website plus the two pages written in VB.net 2003 or can write the whole website in VB.net 2003 (the preferred option).
