Pay Per Minute Direct Pay IVR Credit Card Processing System

Hello, I am looking for someone to set up a pay per minute Direct pay IVR Credit Card Processing System, preferbly pci certified for my consulting business that I am trying to set up. It is similiar to a hotline in how it works. A client will call in and follow a prompt that will lead them to input their credit card information for the price of the call (99cents per minute etc) and it will authorize it, then it will be redirected to me. It can also have the ability to have different extensions. I believe ASTERISK can be used as well. Thank you & feel free to contact me!
