One of my skills is to take a large volume of material and reducing it to a more comfortable and easier to read level. I once was invited to a Rotary Club luncheon to give a 20 minute briefing on the 420 page Tax Reform Act., afterwards several of the members said they better get a tax accountant to help run their businesses. While working for the Navy, my Commanding Officer tasked me to review a 30 page report from Washington and reduce it to a 1-1/2 page Executive Summary on the subject of Base Realignment and Closure. (BRAC). Six hours later, I handed him the Summary with recommendations.. It took him about a minute to read, He handed it back to me and said, good, do it. I said, sir, I'm just a GS-9 peon, I'll have to go to all the Department Heads and tell them they have two hours to get certain information to me so I can send our report to Washington before the noon deadline. He said send the letter in my name I'm sure they'll cooperate. Our report was the justification for our own existence. Well, we met Washington's deadline, and suffice it to say, after 25 years since BRAC raised it's ugly head, our base not only didn't get closed or realigned, but we even got bigger with more responsibility, even after I retired..
