C# WPF or Winforms application to edit a simple XML file containing a list of connection information.

Application should be a C# WPF or Winforms desktop application that can edit an XML file that contains information about multiple connections supported by our application. We envision a 2-panel application with a list of connections on the left, and the properties for each connection on the right. Currently three different connections types are supported: FTP, SFTP, and Amazon S3. Additional connection types are planned for the future so adding new types, each with custom data should be easy to do. Application should be able to add, edit, and delete a connection. Each connection should also have a "test" button to let the user determine if the credentials work. You only need to show the test button along with a delegate wrapper. We will supply the actual code to implement the test. All data in the XML file will be stored in clear text except for designated fields such as password or secret key which should be stored with a 2 way encryption.
