Multi-year budget template

I need you to develop a multi-year budget template with data entry on different levels - Unit, cost center, activity, expenses by natural classification, and account. Each Unit (9 to 12) will enter their budget in an online budget package containing details for personnel costs, travel, meetings and events, consultancy, operational costs, and other costs. Budgets will be consolidated by Unit, by activities, and by natural classification. The budget should allow previous years' data to be retrieved and form the basis for the current year budget. Consolidations and reports will be exported to Excel and PowerBI. Users must be able to delegate the planning of individual parts or the entire budget to another staff member. The budget tool must be online, user-friendly, interactive, and with a modern visual. The system workflow should be the following: 1. The 2020 budget data will be loaded into the system once it's ready. 2. Once 2020 data is loaded, the user will access the system and feed the tables (i.e., consultant, travel, workshops, etc.) 3. Before feeding the date, the system should ask the users if they want to use the 2020 data as a reference. 4. Once the users complete all tables, they should see a summary report of their budget by cost center. 5. The finance team will review each unit budget, discuss it with the users and unit manager, and have a final version electronically approved by the unit manager and finance. 6. Once the budget of all units is reviewed and approved by finance and unit managers, the system should produce a consolidated report by Unit, Cost Center, and Expenses by natural classification. 7. The consolidated report will be available in the system to the Executive Director and Finance Director for electronic approval. 8. Once all approvals are obtained, and the budget is finalized, the system will generate an "output" report. All templates will be provided to selected bidders before the final award.
