Linux <-> Windows - IPIP Encapsulation Software (C++/Visual Studio) -- 3

I need a software to perform IPIP Encpasulation in Windows Server, it must be compatible with Windows 2008 R2 and Windows 2012 R2. Basically the tunnel must connect two endpoints, a Linux endpoint the Windows endpoint. (Linux supports IPIP natively, but windows not). I will NOT release the money first, if this is your intention, please do NOT contact-me. I'm looking for experienced developers only, that know what they are doing and that are capable of writing the software exactly as the examples above. The payment will be only released after the software is "confirmed" to be working as requested and the source code is compilable by me in Visual Studio.
