Get LAC & CELL ID from GSM network

We need a web application that will send a stealth SMS to the target cell phone. Stealth SMS do exist i.e. check HushSMS Full Version and Ping SMS / Silent SMS in Android market. Then Target phone should return at least Location area Code(LAC)and its Cell ID (CID)data. Optionally it would be a great future to receive GPS coordinates for devices with integrated GPS. ATTENTION!NO application to be installed on the target phone. This should work on all mobile phone platforms (Symbian,Blacbkerry, Apple, Android etc ) and all networks. I have gathered quite a lot of technical documents that might be of help. NO milestone payments will be released until testing is complete and full payment will be made on completion.
