Build me a desktop application (JAVA) for Linux Os+ windows OS based client Desktop (Urgent)

I want to build up a desktop application which is running a real time based or (application works only if internet connected) based on Linux + windows compatible. application codding language need to JAVA. Every user interface (UI) Application run/install in Linux Ubuntu OS or either Linux Fedora OS . every user has a own User id which is create by Admin or Sub-admin. for more details contact me.
