twitter train site needed

I looking for someone who would be interested in designing a script that would be based around the Social Media site: [login to view URL] The basics of this script/site would allow the users to: 1. Register their twitter account on the site 2. Grant the site/script access to their twitter account 3. Automate the following/followers requests and also auto follow other memebers 4. The site would receive revenue through VIP spots 5. Send stats to users Email on a daily/weekly/monthly basis. 6. Be fully automated for the users, and for me to maintain. 7. This would have to integrate with Paypal for the payment process. 8. Site/Script would need to be able to send out and automate tweets on a user scheduled basis. I would expect the script/site to be easy to maintain and easy to update. In all aspects, I am looking for a site or a script to be designed that will allow the above to be done.
