WordPress 5.0 Shortcode Dropdown Fix

Since WordPress 5.0 update, the shortcode dropdown within our WordPress theme is not working.
There appears to be an update with TinyMCE or the way wordpress uses it now with the new block editors in which the dropdown configuration does not work.
See attached image for how the dropdown looked prior to WordPress 5.0.
Ideally I would like this to work in the classic editor plugin and one of the classic blocks in the new WordPress 5.0.
I have attached 3 files of the php code that adds this dropdown and outputs the shortcode to the editor.
