Very basic notification tool (no more than an hour of coding work) -- 2

Need a very basic notification tool consisting of two pages and a database. The admin page has nothing more than a textarea and two buttons (one to send the text message to the database and one to start a timer) the receiver page displays a countdown clock and a message (if there was sent one). functionality: the receiver page will display a countdown clock that can be started from the admin page. once started it will count down from 60 minutes (by the second). This countdown can be restarted if necessary. if there is a message to be displayed it will be displayed for 20 seconds (notification sound must be played when a new message is displayed. after 20 seconds the message disappears. (no message log necessary). From the admin page I will have a textarea to enter my message, a submit button and a button to start/restart the clock on the receiver page. html templates (including countdown timer) will be provided.
