Quick fixes: CSS configuration and image scaling

I have a stylesheet which works and looks fine in Google... However! the login div (class="login-div w-inline-block") seems to drop down. I've attached a PDF document showing this.
What I want to add to my stylesheet is a script, or something that knows what browser the user is using and serve them the right part (section) of CSS.
NOTE: The stylesheet attached contains additional styles for mobile devices and is constructed to be 'Responsive'.
Logo Container: class="logo-container w-nav-brand" contains a company (logo class="company-logo"). The customer can upload their own logo via our website. However!... It must not exceed a certain size; 46px high x 136px wide. Example... if the customer has a logo 92 x 400px, I want it to be scaled down in proportion to fit in the main area "logo-container w-nav-brand".
The requirement here is to have an example of a simple upload function (html / php) that does this, as well as styling, which will need to be included in the CSS file.
I've attached my CSS file and sample images should you need these.
