Parallax Webite Code Cleanup & Mobile Responsive

We are web developers ourselves, but are short on resources and time right now so need outside assistance. This website is live: [login to view URL] but it has a few issues we need fixed:

1. slow load time - and it has crashed some browsers in loading, main priorities:

- reduce processor load by cleaning up excess jquery functions

- scale image files for small screens but maintain integrity of the image quality on larger screens

2. latest browser compatibility, for instance content sections are not showing fully when on firefox on Mac. Main Priorities:

- safari, firefox, chrome, internet explorer

- PC, MAX, LINUX

3. Mobile Responsive

- content scrolling- due to the layering of content over the parallax effect, when you try to scroll on a mobile, the whole page scrolls, and there is an internal scroll bar on the content that is very hard to use.

We do have other items on our list, but these can be quoted as a phase 2 with the successful developer for this phase.

The website was built initially from a parallax app, and then modified significantly. As the client kept changing their mind through the build process, I believe there is a lot of spaghetti code that can be streamlined.

A lot of time and energy has gone into the look and functionality of this site, and this needs to be retained. There is also simple php CMS that uses text files rather than MYSQL built in, so the content itself can remain untouched. We are happy to explain any aspects of how the code currently operates.

Although we want to keep as much of the visual effect as we can, however we are open to removing the parallax effect for the mobile screen sizes if it means we can achieve fixing the scrolling issue.

You can of course view source on the live site to see how a lot of the site is functioning (as the changes are more for the jquery and css anyway). We will also hand over the original website files to our shortlist of bidders so you can refine your proposal after seeing the code.

To bid, please explain your expertise in working with custom code, especially the technologies used in this website, and give a brief overview of how you would approach the changes required. We want to work with someone who is a thorough communicator as well as having solid coding experience. Your initial bid dollar value can be a ball-park until you see the actual website files.

Timeliness is also important to us, so please include an estimated time you would take to complete from acceptance date.
