open source crm as SAAS

Looking for an open source crm platform that i am able to custom modify to my own needs. It must look overall just like this perfexcrm as good quality and have all the same features job tickets, internal chat, billing, estimates, graphics, estimates, reminders, credit card payments, lead form builder, task manager, mail chimp, (quickbooks is a plus) project manager. These are all things most of the ones i have seen, i believe there is templates out there that people just modify but having a hard time finding it. The one thing i need is there to be a way for people to use this as a SAAS sign up and get access and do recurring billing. Other options require doing new installs every time. There will be some other features to be added and some customization due to the niche but that we will have to do a NDA once approved. So leave some room in your bit for custom add ons. I do not have a huge budget for this and so do not waste your time if you're telling me it will be more than $400. Whoever gets the job i can assure you that we will be both happy as this is just stage one of this project. If this ever takes off we will be working long term on this but i cant afford much now. I am even willing to do this as a partnership if you have the skills needed to make this exactly what i need. If you already made something like this please send some kind of samples as i need a quality design.
