Need to develop a mobile based chat system where users of different roles can be added. whatsapp like interface with chat groups, ability to create, get notifications and archive chats are needed. A web component with apis and ios + android apps required. Ability to manage users online and assign them to various departments, and ability for admins to monitor chat rooms also need. sharing of documents can be done by the admin group once they are in specific chatrooms. So access to mobile filesystem google drive required
