Magento 2.0 expert developer needed for custom feature

I want customers to have a page where they can put in all the items they need to keep in stock for their [login to view URL] can enter how many they have in stock for each. Then they can also enter in their "low" level for the product and their "max" level.(inventory levels would be kept manually by the customer).then the order would be created and sent for the approval
