Fixing 2 technical Issues with Magento 2 Shop (Shipping calculation and Quickview)

Hello there, Issue No. 1: Situation 1: We operate from within the European Union. So tax calculation for shipping cost is 19% or 7% for countries inside the EU. Shipping cost in Magento Backend is set to "Price including tax" in order to not confuse the customer. Magento shows estimated prices in Cart excluding and including taxes. (Image 1 example for shipping calculation within the EU) Situation 2: Now for foreign countries outside the EU, the customers see product prices EXCLUDING tax, which is correct. Outside EU we do not pay Taxes. In Backend we can only set shipping costs include OR exclude taxes. Since we chose to set INCLUDING taxes, we have the shipping costs to foreign countries now Including taxes as well. But Magento still excludes the 19% Shipping costs even for foreign countries, because there is no specification for Shipping costs for foreign countries outside the EU (Image 2 example for shipping cost outside the EU). Result is: People from foreign countries pay a lower Shipping cost price as we set in Backend. We need Magento to not exclude taxes on Shipping costs (But for Foreign countries only!) In Image 2 the Shipping cost calculation should be 14€ in both lines. Issue No. 2: In Quickview for configurable products the attributes for configuration are not showing at all so the client can not add the product into the cart from the Quickview Window (Image 3). We need to add the Attribute configuration as from the Product Page (Image 4) in order to be able to configure and buy the product from Quickview window already.
