Buld me a media website

I run a UK based subsidiary of a French business selling electrical test instruments. Head office in France manages the website ([login to view URL]) and I have little opportunity to suggest additions or changes to this website. To increase brand awareness in the UK and improve my products saleability I want a dedicated website media channel that I control. This will be a site full of resources like "how to videos" to help customers use our products, and application notes, technical guides, etc. The resources will all be free to view/read but the customers will have to register with email address and their name (that's all) to get access. We want the right to then email them infrequently when new resources are added to the media site that might interest them, and of course new product offers. At the moment a lot of people hire our products from our distributors and every day we get calls from them asking us how to use the instrument. These take a long time explaing over the phone. We want to send them to this media website so they can watch a video that shows them how to use the product, and we can get their email and name to be able to market to them in the future in return. The media web site will be at [login to view URL] I already had somebody (a friend of a friend) start creating a site that you can see here [login to view URL] but they have stopped doing it at the point where the need for customer registration would be. There has been no progress for months so I need somebody to make it again from the beginning. I do not have access to any of their web development files, etc. but I already own all of the content you see on the test site available for you (videos hosted on Vimeo, pdf technical guides, thumbnails, etc.) It would be good if the site was made in a way that we could easily add new videos and technical guides as we make them. Maybe through some kind of back office or content management system. Also, in the future we would like to add a blog, etc. and so expand the media website. The initial site will be quite small (just like the test site). So I need something similar constructed to what you see at [login to view URL] It should not be a duplicate of this site as I would not like to copy the previous guys work. I need this doing urgently, as I wanted it launched by now but have been let down.
