Android app for offline surveys - open to bidding

I am looking for a solution to conduct surveys using an offline android app. Details are as follows 1. Surveys will be created, managed and analysed using a website. The website will be created using one of following two options on Softalicious (cpanel) a) Joomla version 3 with Fabrik Application Development Component ([login to view URL]) OR b) Limesurvey ([login to view URL]) Both the above are hosted on linux hosting, and powered by PHP and MySQL. I am open to choosing any of the two above options based on your feedback. The development of the Joomla/Limesurvey website is seperate and not part of this project. Requirements of the app: 1. The app is required for Android only. The app should be compatible with Android Kitkat and above 2. The Android app will be run on tablets with 7 inch screens, 2 GB RAM and 8 GB internal memory. 3. There will be multiple tablets used for the surveys simultaneously. 4. The Android app should be able to conduct the surveys in offline mode (without internet connection). this means that: a) The app should able to download the list of available surveys from the website when online (Joomla/Limesurvey) and make them available for offline use. b) the users should be able to access the surveys offline and conduct multiple interviews. The app should save all the survey data collected offline on the device. c) The offline data saved on the devices should sync with the main website database when the devices are connected to the database. Ideally the online detection and sync should be automatically triggered, but it can also be manually triggered by the users through a simple button/interface.
