Customize The Newswire WordPress theme

We thought we found someone at oDesk to help, but in their opinion it wasn't really possible with WordPress friendly PHP, so they dropped the project. I am hoping that if we can't find someone to actually do it, someone would at least weigh in on whether it's possible or not, and how many hours it would take. We don't know where to go with this, so your input would help tremendously. Thank you! We'd like to have the articles on the homepage of [login to view URL] sorted by categories listed alphabetically, and keep everything else the same. In other words, instead of the latest post showing from top to bottom, regardless of category, a post in category “Democracy” would always be first, followed by a post in “Education”, etc., and no repeats one after the other (2 Educations in a row, etc.), so that all categories are represented on the home page. Posts would still be latest, only organized per above. AND we need to keep the pagination/navigation at page bottom and all subsequent pages would sort the same way, only the next series of 11 posts each time. P.S. WordPress 4.1 running The Newswire theme.
