Custom code to change categories, add a tag and create a page

Hello,
I have a project for you if you would like to take on this assignment. I want to make a digital newspaper (like [login to view URL]) and would like a custom to execute code to create this. Knowledge of WordPress and creating code to run from [login to view URL] is a must!
I already have the options page created so all you need to do is enter the code.
What I want done:
- a button that starts the code
- run in different phases:
- Phase 1: when the button is pressed, take the current date (in daymonthyear24hourtime) and save it in a PHP string.
- Phase 2: scan for posts with "publish" in category and change it to "archive" (have it stop when it reaches the first post with "archive" in category or limit to look for 40 posts, whichever is best solution)
create a new page and take the PHP string with the date and save it as a custom field called "date"
- Phase 3: posts with "notpublish" category change to "publish"
the PHP tag with the date, add the PHP string as a tag
If this can be accomplish then please respond with a price and how long the job will take to complete.
