Custom Photo Contest With Voting Request

Hello, I am looking for a software or plugin to run on my website that: 1) Allows Admin to create a contest(s) that goes for x duration, then ends and restarts; 2) Allows users to upload their entries with description, custom fields, etc; 3) Allows users to vote x times per day; 4) Allows users to purchase x votes to use (through paypal); 5) Allows there to be a first, second, third place monetary prize, given through paypal; 6) Allows multiple contests running at once; 7) Monitors entries so one user cannot spam the website with the same entry; 8) Monitors votes so the same user can vote on multiple entries, but not more than x votes per day total. (say user has 10 votes a day, 5 can go to one entry, 5 on another, etc) 9) Users must authenticate with facebook/email to upload and vote. 10) Each photo gets a page with description, user info, etc; 11) Each user gets a page with entries, favorites, etc; 12) Small ad space in sidebar/bottom of page; I have an [login to view URL] of what I want the website to look like, and can handle the graphic design myself, just not the coding behind the scripts. This can be in a form of a direct website, or a joomla/wordpress plugin as well.
