Create a new case in Sales Forice using SOAP API

I have a partner salesforce WSDL.
I need to someone to create a very simple function (php, java or whatever language) using SOAP API that authenticates with the server and creates a new case in Sales Force that will populate fields with values that are already determined.
I also need to attach a file (txt or pdf) to the new case.
This should be very simple for someone with Salesforce knowledge.
