Create a CMS with same theme as the static sample provided

we've an urgent requirement, my website static website needs to be converted into a CMS (possibly codeigneter based), however I'm open to other options as long as they're open source and don't require coding. I already have a working static multilingual version of the site, I only need you to create a CMS and upload and publish the same content in two languages as the static site to it, crucial is to keep the same theme design as the static site [login to view URL], only additional features, create a "blog" page and add a twitter stream feed Please no time wasters if you're not able to deliver this within three days tops, just don't bother bidding
