Convert Input with PHP Regex

I just need one function created with PHP for convrting my input to a structured output. Price can be adjusted accordingly. I have to convert my INPUT to a proper OUTPUT where it check if the text/html is wrapped properly in SHORTCODES. The input may have shortcode, which to be properly wrapped in another shortcode. Basically everything needs to be wrapped in ONE shortcode and then check inside for further shortcode. This project involved PHP and Regex and you can also utilize Wordpress Shortcode functions to check/search/modify the structure/. I need the modify the final input in Javascript, but you can choose PHP for initial conversion. Please check the attachment and then place your bid.
