Does it also need HW-design ? (I can not do, but, dependigng upon requirements, select off-the-shelf HW from China) How is the information to be transmitted acquired ? I did similar project. I have many way to solve your requirement. It's not difficult to me and I can do it quickly.

I am working on embedded devices from past 3 years and have made many devices like Android STB, Wearable devices and many more. I am also working on such kind of device in which I am sending some data over wifi to the other device. So this project will be easier for me in terms of using wifi. And I have also experience in PhP web development.
