Build a Time Based Sales Website

I need a relatively straightforward website built that will work as a time based sales page. Basically what I need is two page templates created: - For when a sale IS running - For when the sale IS NOT running. The main part is that it will automatically need to detect and display the 'sales IS running' page template at a specified time (every Wednesday from 2pm to 4pm for example), and then replace it with the 'sales IS NOT running' after the defined time has elapsed. So, to simplify that. - During 2pm to 4pm on Wednesdays: Show sales IS running page - During all other times: Show sales IS NOT running page When the sale is running, each promotion can be clicked which will reveal the discount coupon, instructions and terms/conditions in a lightbox. A newsletter signup lightbox will also need to automatically appear on non running sales page after approx. 5 seconds. The design has already been completed in a neatly organised .PSD, and is ready to be cut up. All I require is the CSS/HTML, and the website to be built in a way that is show a certain page template during a certain time. For the moment it DOES NOT need a CMS, but I require the code to be neatly organised so it can be altered without too many problems. At some stage I will need a CMS added to it, so future work is most likely a possibility. Once an applicant has been chosen I will work with them so they have a better understanding of what I’m after, and how I see everything working.
