Add a PHP function on my panel that connect with FTP to host

Hi everyone! I coded a panel to manage Sock5 proxy and get current IP (since they change). I'm using CCProxy free version for the Sock5 and FTP access. I need a freelancer that can help me to add a function than when the PHP script is ran, it send a FTP command to the desired $hostname, mainly creating a text file on the desktop so a local script on the machine see the file created and run an exe. I played around with phpseclib but for some reason it's not working. It need to be done under 12 hours, I think it can be archive under 2. Main point : -Need a PHP script that send FTP command to $hostname, like sending a file. -12 hours MAX. -Milestone but no release before the script WORKING on OUR hosting (Windows both VPS and machine that will receive the FTP command).
