Need a program developed for making custom mats

I have a website that makes custom mats. This is a mat:

I am looking to hire someone that can create a program for customizing these mats. You can use an open source program or build it from scratch.
The program should be designed exactly like this: [login to view URL]
I want the interface and program to work exactly like [login to view URL] however, I would like to add some features like:
* allowing the user to flip the mat vertically or horizontally
* limiting the number of colors a user can use on a single mat (this is not a must but something that I may want to add in the future)
* Saving the design to the users profile. I want this so if the user backs out in the middle of the design I can email him a link to finish it.
There are some other features that I probably will want but for the most part I want it to be exactly like
